"Factory calibrated" is only as good as the QC and for really cheap TDS meters on ebay, I would not expect too much.

I had my "factory calibrated" checked against a 200TDS reference solution (purchased at a local aquarium shop) and it was off by -14. Not a big deal but a good to know when comparing notes with fellow shrimp keepers.
On the other hand, if you have reasons to suspect that your meter may be off by more than a slight margin, it may be good to check against a reference, either a TDS solution of known conductivity or someone else's TDS meter (the higher the quality the better of course!)

I hope we're giving you constructive help and inputs.

Any plans with regards to addressing the high pH?
I'm not advocating that you do anything drastic, but it may be good to aim for a slightly acidic pH of 6.5-6.8 to see if the condition of your shrimps improve.

What are the best options for him to bring the pH down?

I had recently tried this rather trial and error method. Very hit and miss and your results may vary.

Get a box of Sera Super Peat. Put a handful into a fine mesh bag and hang it where there's a good waterflow overnight, measure pH the next morning and remove once pH drops to desired levels. This part is entirely dependent on the tank's volume. Large tank, use more peat. Small tank, go slow.
It is possible to overshoot. If so, don't panic. Simply do small water changes to slowly bring it back up.

It may be good to also check the tap water's pH as that may be contributing to the high pH. At the same time, look for any stones or rocks that may also be affecting the KH and pH.

A suggestion, before you calibrate your TDS meter, soak the electrode in weak acid like vinegar or Ph Down overnight, this is to remove oxide/deposit on the electrode. Presence of oxide/deposit add resistance to the electrode and affect TDS/conductivity reading.

I have used both indian almond leaves and Sera super peat. Based on my experience indian almond leaves, have very little effect unless you want to put in alot of leaves in. Sera super on the other hand, a handful can bring down my 2ft tank PH by about 0.3
