What do you define as cheap?

I think any of the commercially available shrimplet foods are fairly cheap compared to how long it takes to use them up. And they're specifically designed for raising baby shrimp.

10-15 dollars worth of baby food will last a very long time, perhaps 6 months or longer.

Grinding an algae wafer isn't any better than putting an algae wafer into the tank, it just will spread it around and make it messier. Baby shrimp will eat at the wafer if they are able, but that's not the problem, the problem is they eat micro organisms, which is what the baby foods help create.

I never said cheap. I said inexpensive. What are some good sources of food? I can only find one. I would like to find one in the USA that I could buy from. Thanks

You can feed your shrimp with leaves, as stinging nettle, walnut, spinach and pumpkin slices. We also have some self-made receipts here in the forum, that can save you some bucks.
