In my 16gal tank, I have what looks to be the same problem as you. Why is this Black Hair Algae soo "dreaded"?

I originally thought that it had something to do with the white fungus that is growing on my driftwood. Do you have driftwood in your tank?

its dreaded because it spreads really easily and its hard to kill i do find that a little hydrogen peroxide in a syringe works well the squirt right on it. just be really carfull and do a water change the day after if you use that method. if you are able to take the plant that is affected out of the tank do a dip and set in a qt tank till gone. as it dies it will turn red color.

I don't think it's black hair algae.
I have had Javamos for a few weeks now, and they already have this, i think it could be little roots for attaching itself to surfaces.
My Javamos is starting to grow and has little grow tips on many ends of it's structure.
I do water measurements every week. I have no excess nutrients in my water and dose my Easy carbo and Profito with a seringe.
I haven't had any algae problems, very grateful for this.
I also thought perhaps it's a bit dying off , of some leaves, and it is adjusting to my aquarium water.
I have yet to find a reason to assume it is dangerous.
