Resun CL-85 chiller.

I just bought one yesterday and after install it to my 2ft 60liter tank and I found out that my tank temp didn't drop to what I set...23c...
Until now my tank temp still 27c...
The shop owner say it can use on <60liter tank...
Anyone in this forum used this chiller before?
