Yes it is possible. I had about 6 caridina dennerli housed in a 1ft tank. They multipled to 30 something in number. I upgraded them to a 2ft tank. That was quite an adventure to move them.

You may want to consider starting a 2 ft tank. Water is more stable. And you can save yourself the hassle of an upgrade when your shimps start reproducing.

I have 60 plus Cardinals in a 40 gal breeder; I would go with a larger tank.
