I used to wash a new canister filter with light dish washing detergent, rinse clean with water, let the filter run with a pail of water for over 1 day. Open up, wash everywhere of the filter with detergent again, change pail of water and let it run for another day. By then the filter shouldn't be oily, if not, means you have missed out somewhere to wash.

my tank water surface to turn oily.

You can use paper towels [newspaper will do the same] to remove the oil on the water surface, just let the towel touch the surface and then remove. The oil [if it is oil] will stick.

how did oil get into the system?

There a few factors that i guessing how the oil gets there:

1. When cooking/frying the oil get sucked by the fan and into the water
2. Protein layer built up from food, dead plants and dead insect or shrimps.
3. Some weird smelling oil leeching out from driftwood.
(Happend to me once and i got driftwood phobia :p )

If 900801 is referring to a new canister, oil can come with canister filter for some brands. The manufacturer applies a generous amount of oil on all the O-rings.

When cleaning the canister remember not to put the top part face down on the sink. I learnt my lesson :( After I placed it into the sink after my wife wash the dishes. This is because a film of oil is left over at the sink and then went into contact with the power head........

Then need a lot of washing with dish washing liquid and flushing .Then run it into several pails of water will do .
