In my opinion there would be no need to cycle the tank, just tranfer all the water from the old tank to the new, tranfer over the old filter without cleaning it and add on aged water(water that has stood for 24 hrs) and voila! You got a new cycled tank!

im hoping that transferring it to a 36 cm cube would increase the chance of breeding.

From 27litres or 7.13 gallons to 46.66 Litres or 12.33 gallons
Should i scoop out all the shrimp into a bucket?
i would also be moving all the ada amazonia soil, so it might get alittle messy atleast i would be able to rescape.

Maye you have better chances when you renewed the tank but shrimps can breed in a 27 litres tank without any problems. I bred tiger shrimps in a 10 litres tank. There was a big surprise when I found 90 pieces in such a small tank. I never thought this could be possible and guessed I had around 50 of them. All they need is the right environment.
