Hard to judge from your pictures. Either external parasites, as worms or vorticellia, or funghi.

Prepare a cup/bowl (e.g 500ml) of water and mix with about 2 tablespoon of aquarium salt.
catch and dip those infected shrimp into the salt water. Some may take seconds for the 'worm' to drop off and some persistent take minutes.

You sure can observe those white parasite drop off after enough dipping.
Do note this is high contagious and will spread to other shrimp if there is no constant monitoring.

The shrimp will likely molt in a day or two after the salt bath. Remove those shell as those shrimp feed on the shells for calcium will be infected as well.

It looks like vorticellia, a parasite which lodges itself into the shell. It will spread to other shrimp in the tank as well.

To remove, create a salt dip with tank water and two spoonful of api aquarium salt (not table or sea salt). Net the shrimp you see with the white appendage and dip the entire net (while leaving the shrimp in the net) for 15-30 seconds, then dip into a second bowl of only tank water to rinse off salt. You will notice the vorticellia fly off the shrimp almost immediately. return the shrimp to the tank and redip as needed. You must treat all shrimp with this parasite.
