Have you been testing the ammonium, NO2 and NO3 level? Do you seed the filter/substrate or added bacteria or probiotic starter culture?

For such a small tank, the easiest will be Neo shrimp. Also, for 4.5L tank and minus away the space took up by the substrate and rocks, you probably left with 3L. In this case, it is more healthy to just put a couple of shrimps and not too much.

Yes, there is only 3 liters of water.... I thinking to wait a little bit more, and then will put in some shrimps.

There is another type of shrimp you can keep in this sort of small tank. It is the Hawaiian Volcano shrimps, also known as Opae Ula or "Super Shrimp". Their offspring also does not need to go through larva stage.
