What would be good plants for a new tank that is 7.9 Gallons?

The answer to your question really depends on the goals. Do you want fast growers or slow growers? How much light will be on the tank? Will you inject CO2 and add ferts? Also, what kind of shrimp are you planning on keeping? There are a lot of variables.

I would like to have fast growers and i'm planning on injecting C02 but no ferts because of the copper levels. I'm planning on keeping red cherry shrimp. I plan to light it with a 13 watt daylight compact fluorescent light.

actually we cant really tell you what plants wil look good unless you tell us what kind of scape you are trying to do.so best is to say what you want to do...simple shrimp tank? or high tech aquascape tank for shrimps?

but for fast growers you can get plant like rotalas, glosso, mosses etc

I'd Like to aquascape it like this http://www.ebiworld.com/wp-content/uploads/2010/09/fluval-ebi-nano1.jpg.
