I have placed some of my plants into a small container with soil, water, CO2 tablet, near to sunlight. I did not put in any air pump or fish/shrimps. Do you think my plants will grow? Thanks.

What type of plant do you have? It really has to depend on the species.

You can get problems with algaes and the water can get too hot in direct sunlight.
I tried it with my "freshwater seaweed" in a 1 litre glass and there were only a few algaes. This plant grows (slowly) under nearly every condition. My shrimps were really happy about the algaes. :)

You can probably grow the HC in the 1L. The HC will grow with HC and light. It's finding the balance to keep the container algae-free, unless that's the effect that you're going for. Are you planning on stocking the tank with anything?

The water of the 1L tank is not flowing at all, I do not use filter or air pump, is that ok? I have some HC in my shrimp tank as well but the plants at me shrimp tank is not growing well. That is why I setup the 1L tank for plants only :D I wonder whether it will grow or not

You can probably supplement with some fertilizers to keep the HC growing.
