My local water, out of the tap, is pH 8.2, KH 6, GH 7

Can dwarf shrimp (Yellows, to be specific) thrive in these conditions?

The folks at Planet Inverts have some excellent resource material on shrimp-keeping. I found an article there about yellows that suggests you might be okay. I would link to it, but the system does not allow me to do this! They say they have kept yellows at a pH as high as 8.0... you're a bit above that, but you still might be able to do it.

That being said, yellows are thought to be one of the more sensitive varieties of neocaridina. I'd suggest you try with cherry shrimp first and see how it goes. If you're successful, then you might move on to other neo varieties.
